The mayors of Oshawa and Whitby are calling for stricter measures after Durham Regional Police warned that a convicted offender released into Durham Region on Sunday, October 11 poses a significant risk to public safety, particularly to children.
Police say 48-year-old Keith Theodore Constantin has a lengthy criminal history that includes sexual assault, sexual assault with a weapon, assault with a weapon, assault, robbery, possession of explosives, uttering threats and multiple probation violations. His release was subject to a public notification under Ontario's Community Safety and Policing Act.
Oshawa Mayor Dan Carter said he will advocate for stricter release conditions and strengthened bail and sentencing reforms, particularly for repeat and violent offenders. "Community safety must remain our highest priority," Carter said. Whitby Mayor Elizabeth Roy said she will bring a motion to Durham Region's Health and Social Services Committee requesting a comprehensive review of services provided by Durham organizations that house high-risk offenders after release.
Constantin's release conditions include GPS electronic monitoring at all times, a 7 p.m. to 7 a.m. curfew, weekly reporting to Durham police, no communication or association with anyone under 16, and bans from schools, playgrounds, daycares, swimming areas and certain community centres. He is also barred from possessing weapons, consuming alcohol or non-prescribed controlled substances, and from accessing the internet. Anyone with information can contact the DRPS Offender Management Unit at 1-888-579-1520, ext. 5357, or Durham Regional Crime Stoppers anonymously at 1-800-222-8477.
