Pickering says 869547 Ontario Inc. has submitted formal development applications for 3225 Fifth Concession Road in Ward 3. The files are Draft Plan of Subdivision SP-2023-04, Draft Plan of Condominium CP-2023-05 and Zoning By-law Amendment A 13/23. The City notes that the project has not been approved.
The applicant proposes a residential common-element condominium with 13 detached-dwelling lots fronting two private roads. One road would connect to the north side of Fifth Concession Road, and the other would connect to the east side of Sideline 4. The remaining lands are proposed as open space.
The zoning amendment application seeks to rezone the property to an appropriate zone and establish site-specific standards to enable the proposal. The City says the formal applications follow comments received during the pre-submission review and that the proposal remains the same as the earlier concept.
Pickering says professional staff will review the applications and assess their merits and suitability, including public input provided through public meetings and written correspondence. The application page lists supporting material including environmental, servicing, traffic, archaeological and geotechnical studies. The City invites feedback on the proposal through its development application page.
The initial supporting documents were submitted in October 2025. The application record lists environmental impact and wetland assessments, functional servicing plans, traffic analysis, archaeological assessments, geotechnical investigations, a slope-stability analysis and studies of water balance and sewage systems.
