Oshawa mayor responds to DRPS alert on high-risk offender's release in Durham Region

Mayor Dan Carter says residents have every right to be concerned as Keith Theodore Constantin is set for release in Durham Region on October 11, and is pushing the province and Ottawa for stricter bail and sentencing laws.

Oshawa Mayor Dan Carter has issued a statement responding to a Durham Regional Police Service public safety alert about high-risk offender Keith Theodore Constantin, who police say will be released in Durham Region on Sunday, October 11, 2026, after completing a court-imposed sentence.

Carter thanked DRPS for proactively warning the public and for monitoring the offender, saying residents have every right to be concerned when repeat and violent offenders return to their communities. He said community safety must remain the highest priority, according to the statement.

The mayor voiced support for Ontario and federal efforts to strengthen bail and sentencing laws for repeat and violent offenders, and said he will raise community concerns with the Solicitor General, the Attorneys General, the Region of Durham and local MPs and MPPs to advocate for stricter release conditions. DRPS says it will monitor the individual's whereabouts and is asking residents to remain vigilant and report any suspicious activity directly to police.
